Yeah I dont know... i think they just said that its not allow coz they got heaps of people complaining that they got scammed...

Like most things in life, it all comes down to enforcement. If you're 18 and having a beer, will a cop throw you in jail or give you a ride home? It just depends on if he's a dick or not.
