You probably can't scroll in because your set to lock/fixed view or camera in the settings. I forgot what it's called but it has a checkbox. I'm checked on it to. If you uncheck it though, it'll give you lower fps.

Oh, nvm. You have fast terrain checked on your graphic settings. Had to search it up. If you uncheck the fast terrain option though, you'll get lower fps.
