It's probably a shorter cooldown than Clairvoyance.

it just removes fog of war so doesn't that mean people in the brush or stealthed still can't be seen?

Yeah but even if u cant see in a brush or stealth... seeing the whole map is still pretty... yeah, mass clairvoyance, even if its with or without the brush its stil kinda op.

now if its an exact copy of clairvoyance but with something like a shorter cd/ has a mana cost.... then thats fine

If it's a Clairvoyance clone it will be able to see through brush but not stealth. We don't even know how large the revealed area is.
